The aim of the current research is to evaluate rural conductor projects in the villages of Kermanshah province. The questions of this research are, which are the most effective factors in the realization of the goals and plans of rural leader projects? And which of the aspects of rural life has been emphasized more during the study and implementation of Hadi's plan? The research method of this research is descriptive and the data used is mainly obtained through the field. Out of 1358 rural conductor plans that have been prepared in the province so far, 434 conductor plans have been implemented, which constitutes the statistical population. In the current research, there are 19 villages out of 434 villages in which the implementation stages of the Hadi plan have made good progress; They have been evaluated as sample villages. The samples are randomly selected. The results of the research show that Hadi's designs are only summarized in guiding the physical dimension and improving the roads. The problems of the province's rural leader plans in the preparation stage are lack of proper study and lack of real recognition of needs, use of urban patterns in designs, lack or shortage of expert staff, lack of participation of people during plan preparation, lack of attention to qualities and excessive emphasis on quantities. In the implementation phase, he pointed out the long time gap between planning and implementation of the plan, little budget and credits, weak participation of the people in the implementation of the plan, inappropriate rural management, weakness in the implementation laws, lack of implementation guarantee of the plans and lack of knowledge of the people about the stages of Hadi's plans.
